FLEET CHALLENGE AT AMO ANNUAL
CONFERENCE 2010

visited FCO's exhibit of the HIRS technology in the Windsor Police vehicle at
the 2010 Association of Municipalities of Ontario (AMO) annual conference in
Windsor, Ont., August 15-16, 2010.
FCO hosted the FCO Municipal Fleet Review Program
Clinic on August 17, 2010, sponsored by the Ontario Municipal Knowledge
Network (OMKN), at the 2010 Association of Municipalities of Ontario (AMO)
annual conference in Windsor, Ont., August 15-16, 2010. Opening remarks were
delivered by Mayor Karen Farbridge, City of Guelph. Speakers were: Roger Smith,
Executive Director of Fleet Challenge Ontario; Chris Hill, Manager Central
Fleet, City of Hamilton, Public Works Department; and Jeff Meggitt, Manager of
Waste Management, Fleet and Traffic Operations, Town of Richmond Hill,
Community Services Department. The clinic was well attended by Deputy Mayors,
Deputy Reeves and Councillors. Plans are underway to host another Fleet Review
Clinic before the new year.

Karen Farbridge Mayor, City of Guelph
Karen Farbridge was re-elected as Mayor of the
City of Guelph in 2006. She was first elected to Council in 1994 and previously
served as Mayor in 2000-2003.
A resident of Guelph since 1979, Karen has an MSc
and PhD in biology from the University of Guelph. In 2009, she attained the
Chartered Director (C.Dir) designation from the Directors College, a joint
venture of McMaster University and the Conference Board of Canada.
During her tenure in municipal politics, Karen has
championed sustainable approaches to community growth and development with a
strong commitment to citizen engagement.
In addition to serving on all standing committees
of Council, Karen is a member of a number of local boards, including Guelph
Hydro Inc., Guelph Police Services, Wellington-Dufferin-Guelph Health Unit, and
Guelph Junction Railway.
Karen was previously an Associate Professor at the
University of Guelph, teaching courses in political science and environmental
policy, and for ten years was the Director of the Ontario Public Interest
Research Group. In 2005, Karen was the recipient of the prestigious Women of
Distinction Award from the YMCA-YWCA of Guelph in the business and professions
category. |

Chris Hill Manager Central Fleet City of
Hamilton, Public Works Department
Hamilton is Canada's 9th-largest city and has a
fleet of about 2,000 vehicles and equipment units. Chris Hill has managed the
Central Fleet section since 2004, achieving the first E3 Green Fleet Rating in
Canada in 2007 and also registering the Central Garage to the ISO 14001:2004
standard.
Hamilton's Central Fleet is the largest of four
City fleets. The others are operated by Fire and EMS, Police and Transit.
Central Fleet has 30 technicians working at nine garages, and 26 administrative
and support staff. The core mission of Central Fleet is to acquire, maintain
and dispose of medium and heavy specialized equipment for municipal operations.
Chris Hill started his career in fleet management
in 1974 in Toronto. He has served twice as Ontario Chapter Chair of NAFA Fleet
Management Association and is contributing to fleet education in the American
Public Works Association. He has been chair of the Canadian Association of
Municipal Fleet Managers.
Chris is a Certified Management Consultant and has
an MBA from the University of Toronto. He lives in Mississauga, Ontario.

Jeff Meggitt Manager of Waste Management,
Fleet and Traffic Operations Town of Richmond Hill, Community Services
Department
Richmond Hill is one of six municipalities in
Canada to be recognized by the Conference Board of Canada with an 'A' grade as
an attractive community. With a population of over 180,000, Richmond Hill
provides service to its residents with a corporate fleet of 450 vehicles and
equipment. Jeff Meggitt has been with the Town of Richmond Hill Public Works
Operations Division for twenty years. He is a graduate of the Walt Disney
Institute of Customer Service and has been managing Fleet Services for the past
two years. He is proud to have Fleet Services registered with ISO14001 standard
and as an active participant in Fleet Challenge Ontario.
Jeff Meggitt is the Manager of Waste Management,
Fleet and Traffic Operations for the Town of Richmond Hill and a graduate of
York University. Current greening fleet initiatives include, anti-idling, fleet
right sizing and new technologies including in vehicle usage monitors. Having
grown up in Richmond Hill, he currently lives in Newmarket, Ontario. |
Globe 2010
Fleet Challenge Ontario was one of a handful of select
organizations invited by the Ontario Ministry of Transportation to co-host at
the Ontario Pavilion for Vancouver's GLOBE 2010 conference attended by
delegates from 70+ countries. The FCO booth was busy with international
visitors wanting to learn more about our Ontario government supported projects
- the Ontario Municipal Fleet Review Program, and the Police and EMS Vehicle
Idling Reduction Demonstration Project.
"GLOBE 2010 was the 11th event in one of the world's
largest and longest-running series dedicated to the business of the
environment. Every two years, the world gathers in Vancouver for three days of
thought-leading sessions presented by world-renowned sustainability experts;
the opportunity to see leading-edge environmental innovations; and participate
in unparalleled global networking opportunities.
"Business leaders, corporate executives, NGOs, and
government policymakers from around the world met in Vancouver from March
24-66, 2010 to explore: corporate sustainability, climate change, carbon
management, clean energy, sustainable finance, and greener cities. Special
subthemes for GLOBE
2010 included: clean technology, water, sustainable retail, and Auto
FutureTech: The future of the auto industry."
Green Fleet Expo - 2010
Green Fleet Expo (GFX) is an annual event co-hosted by
The City of Toronto, City of Hamilton and Fleet Challenge Ontario. The 2010
conference on June 9-10 was the fifth consecutive event.
The City of Toronto was this year's host with the expo
location at Centennial College, Ashtonbee Campus. Sponsors included Centennial
College, Automotive Resources International (ARI), Enbridge Gas Distribution
and the Ontario Ministry of Transportation.

In conjunction with GFXv, Fleet Challenge Ontario (FCO)
hosted a breakfast forum on June 10th Green Fleet 401 "The Masters Series" -
Future Directions for Sustainable Automotive Transportation. In attendance
were those who have a current or anticipated connection to the transportation
and vehicle industry wanting to learn about general developments in
transportation planning, emerging vehicle technologies, and considerations for
adoption.

The Fleet Challenge Ontario Green Fleet Leadership
Awards are presented annually in recognition of accomplishments made by
Ontario's public and private sector fleet managers in making their on-road,
licensed motor vehicle fleets more environmentally responsible and/or having
reduced fuel consumption, harmful greenhouse gas emissions and smog causing air
contaminants, in the previous one-year period.
The award ceremony is held in conjunction with the
annual Green Fleet Expo as co-hosted by the Cities of Toronto and Hamilton, and
Fleet Challenge Ontario. Award winners are chosen based on an evaluation
process that includes a points based scoring system and a review by a 5-person
Peer Review Panel.
The 2010 award ceremony was held on June 10th at
Centennial College, Ashtonbee Campus, Toronto as the closing segment to the
Green Fleet Expo

Brian Barkley - County of Simcoe
Brian is
responsible for an EMS ambulance fleet within his varied portfolio of
responsibilities at the County of Simcoe. He demonstrated leadership by being
one of the first to take the challenge of greening his EMS fleet as part of
County of Simcoe's ambulance fleet. Brian has been an active and involved
partner in the Fleet Challenge Ontario Police and EMS (PEMS)Vehicle Idling
Reduction Demonstration Project and now, to his credit and as a result of
his leadership, has possibly the first ambulance anywhere equipped with a
diesel fired Auxiliary Power Unit configured to the Fleet Challenge HIRS
(Hybrid Idle Reduction System).
Larry Conrad - Region of Peel
Larry has
supported and guided his staff in developing and implementing a system that
produces biodiesel from waste cooking oils collected through the Region of
Peel's Household Hazardous Waste Program. As a result of Larry's
leadership this biodiesel has been used in their car and light truck fleet
Waste Operations sections since 2007.
Inderjit Grewal and Ralph Hole -Toronto EMS - Team
Award
Inderjit and Ralph have made significant changes and
improvements within Toronto EMS in the areas of Green Fleet Action Planning,
idling reduction, vehicle specifications, operations and maintenance
procedures, fuel efficiency and greenhouse gas reductions. They introduced
hybrid vehicles into their fleet and were the very first EMS fleet to join the
Fleet Challenge Ontario Police and EMS (PEMS)Vehicle Idling Reduction
Demonstration Project as stakeholders.
Their Toronto EMS ambulance was the first vehicle to be
converted to the Fleet Challenge HIRS (Hybrid Idle Reduction System). Such
leadership and dedication inspires other fleet managers to review their own
operations find ways to go green.
Sarah Gingrich - City of Toronto Fleet Services
Sarah was responsible for a tremendous undertaking by writing the 2008 to
2011 Green Fleet Plan that coordinates green fleet planning for the
Toronto Transit Commission, Toronto Fire, Emergency Medical Services, and the
Toronto Police. She was also responsible for the "Idle Free" project for the
City of Toronto and a host of other initiatives including the "real time"
fuelling pilot project, a project to install auxiliary cab heaters in refuse
trucks to reduce idling and the hydrogen bus pilot with Ford of Canada. Sarah
has repeatedly demonstrated her enduring conviction and leadership toward
positive environmental change.
Michael Cole and Shaf Khan - Ontario Ministry of
Transportation - Team Award
Shaf has been quietly involved in greening
his own fleet while participating in external activities such as the Repair
our Air Fleet Challenges, as offered by Darlene Varaleau several years ago.
He also serves in an advisory role for biodiesel fuel.
Mike Cole, formerly of Ontario Shared Services,
developed policies and procedures around greening the fleet and achieved
excellent progress toward hybrid vehicle uptake within the Ontario Public
Service Fleet. He is currently teamed up with Shaf Khan at the newly formed
Fleet Management Centre.
Together Mike and Shaf have accomplished significant
advancement in greening Ontario's fleet by developing a Green Fleet Action
Plan; implementing training and awareness programs; establishing idling
reduction polices; tightening up vehicle specs to favor green vehicles; right
sizing and downsizing; managing utilization, operations and maintenance; and
more. Ontario's fleet is a model of modern big-fleet excellence because of Shaf
and Mike's strong leadership over the years.
E3 Silver Award
Roger Smith presented Mayor Karen Farbridge, City of
Guelph, with the E3 Silver Award on June 26, 2010.
The E3 Fleet Award is a Canadian Rating System that
recognizes fleet performance in terms of Environment, Energy and Excellence.
Under the E3 Fleet program, public and private sector fleets can obtain ratings
on staff training, idle reduction practices, vehicle purchasing practices,
fleet operations and maintenance, trip and route planning, fuel efficiency and
greenhouse gas performance.
The City of Guelph is one of only two municipalities in
Ontario to receive an E3 silver rating for sustainable fleet management. It is
also the only municipality in Ontario to receive a silver rating for its
transit fleet. The designation was announced in Toronto on June 10th by Roger
Smith of Fleet Challenge Ontario and presented to Bill Barr, Manager of Fleet
and Equipment. On June 26th Roger Smith made a formal presentation to Mayor
Karen Farbridge at the City Council Meeting in Guelph's new city hall which is
built to meet the LEED Silver Standard.
As part of the E3 rating the City undertook a
comprehensive fleet review in 2008. This criteria resulted in the adoption of
several policies in regard to reducing fuel operating expenses by minimizing
engine idling, training staff about fuel efficiency for vehicle and equipment
operation and purchasing right size vehicles to further decrease the
Citys carbon footprint and reduce capital costs.
The E3 Fleet rating is further proof of Guelphs
commitment to reducing their environmental impact, including greenhouse gas
emissions. Congratulations City of Guelph!
